€636 M from Horizon Europe to drive the green transition 2025-2030

On 19 May 2025, the European Commission’s CINEA agency opened calls under Horizon Europe’s 2025 Work Programme for Cluster 5, allocating €636.6 million to drive collaborative R&D (Research and Development) in climate action, energy and mobility.

The funding envelope is divided into thematic areas - cross-sectoral climate solutions, digitalisation for energy efficiency, sustainable transport systems and nature-based carbon removal - each with targeted budgets and rolling deadlines through Q4 2025.

Italian and European consortia are encouraged to partner across academia, industry and SMEs to co-develop projects in green hydrogen production, next-generation battery technologies, smart grids and zero-emission mobility trials. Beyond pure R&D, the calls mandate robust impact pathways, public-private governance frameworks and scalability roadmaps to ensure results translate into tangible deployment by 2030.

Applicants should pay particular attention to co-funding requirements (typically 30–50 %), the two-stage evaluation process, and alignment with the European Green Deal’s Net Zero Industry Act. Early engagement with National Contact Points and participation in matchmaking events will be critical to assemble multidisciplinary teams and craft winning proposals that not only address technical challenges but also strengthen European industrial sovereignty and circular-economy integration.
